AI need more intelligent moving

Description

The AI movement algorithms need to be more cognizant of the effects of their action: if they want to turn around, there are certain points in the turn where keeping your thruster on is a bad idea. This causes the general "ice-skating" circle motion we keep seeing.

It would be nice if a move intelligent vector system could be set up to handle this. In the very least, if they want to turn around, they shouldn't accelerate while turning.

resolved -- enemy attack pattern is now more of a back and forth motion, which is more effective
