You are correct, it does work, just slower than I expected. This kind of ship motion could be faster, perhaps twice the rotational speed of a left or right arrow control.
If the ship design included forward thrusters, this might be very fast and not require the rotation of the sprite at all. I haven't looked at all the ship designs, so this may not be appropriate.

Perhaps the docs could be better worded. The down arrow will turn the ship in the direction opposite the direction of movement. I believe that this does work. I'll confirm later.
