[epiar-devel] Windows Installer and Ubuntu packages

Anyone out there using Ubuntu or Windows, here are some test packages to  
see if I'm getting the installer scripts right:

Pick your appropriate system and processor architecture and double click  
it.

On Ubuntu: gdebi (the graphical deb installer) should handle all  
dependencies correctly.
On Windows: Everything is statically linked in.

Eventually we might want our own Deb repo, but this is fine for now.

These were tested on Ubuntu 9.10 and Windows 2k3, respectively.
